On February 1, 2025, the Ad-Hoc Bylaws Committee delivered its recommendations for updates to the Caucus Bylaws. In the interest of full transparency and to promote trust within the community, we are sharing these recommendations exactly as they were submitted.​

I want to acknowledge and thank the AdHoc Bylaw Committee and those that participated in the Focus Group for their efforts and thoughtful participation over the last several months.  Your engagement over that time is appreciated and critical to the process.

​

It’s important to understand that these are recommendations from the Ad-Hoc Committee, developed through an independent process and do not represent final proposals from the Caucus Committee to the Community. The Ad-Hoc Committee's proposed recommendations will have a significant impact on the current operations of the Caucus Committee and affect the recruiting process for volunteers who would like to serve in both elected and nominated positions in Lake Forest.

The Executive Committee met once since receiving the recommendation and ultimately determined that more time is necessary.  The Executive Committee plans to discuss the recommendations issued with the Ad-Hoc Committee in the very near future. The full Caucus Committee has not yet met to discuss the recommendations.

​

Per the current Bylaws, proposed amendments to the Bylaws require a 30 day notice to Caucus Membership before voting.  Prior to noticing an amendment to the Caucus Membership for voting, the amendment will have to be reviewed by external counsel which requires a fundraising campaign of $10,000 to $20,000.

​

As such, proposed Bylaws amendments will not be ready for voting at this year’s March 18, 2025 Spring Meeting. 

​

We understand that bylaws are the cornerstone of our governance structure. This review process must be approached with the utmost care and consideration. It is imperative that this is done right and not just fast.

​

Together, we can ensure that our bylaws not only reflect our collective values but also effectively guide our actions and decisions.
